if an indy sp drops her rate because of covid...and you saw this particular indy before the crisis regularly and now when you tried to book her, she told you you had to keep paying her old higher price even though her site has lower rates, what would you do?
is it hurtful to her to think you should expect to pay her lower price that is advertised? or to mention to her that you would like to pay the same as everyone else?

Is it acceptable for a SP to raise her advertised rate and
yet has the rate for old-time regular clients grandfathered?
If yes I think it is ok for her to charge you a higher rate
so long as she made it clear in her advertisement the
discount is for new clients only.

Not what the OP is suggesting. He has previously seen her at pre-covid rates. He looked online and saw her prices had dropped. When he went to book her she attempted to screw him over stating he has to pay the pre-covid rates while others are booking her at new lower rates.

She's playing his loyalty to her as a bit of extra cash grab. Hopefully the OP sees this and moves on, especially with Phase 2 openings of agencies and Indies returning (at least predicted) right around the corner.

That's her prerogative and not worth a second thought. Maybe it is unfair, but the OP doesn't have to play ball. Just find another girl and move on. He can certainly try to negotiate or call her out, but that will probably make things a lot worse. In the unlikely event that he gets an appointment at the lower rate you can be sure that the she'll have a sour attitude. I certainly would feel that way in her position.

it wasn't about money.
her rate was lowered 100$/hr from 550 to 450$/hr. i prebooked 2 hours.
the day before the meeting she told me that there was a mistake(but i knew its not)) on her site and that I had to pay her higher price (550$/hr as in the past) not the new lower price on the site. I took it personal when i heard that, that everyone else had to pay less than i was going to pay. (but i have been seeing her for a year)
i did not say no or yes, I just told her that i thought I was going to pay the rate that was on her site like everybody else was. she cancelled the appt soon after that with no reason, just its cancelled. I of course apologized the next day, and told her that I would pay the fee she wanted me to pay. I have not heard a reply from her since the cancellation.

would be nice to hear an opinion from a SP on this.

It's not about money yet you've mention rates multiple times now. Honestly man, don't take things like this personally regardless of how many times you've seen her. Sure it sucks, but you haven't lost any money and there are many other ladies out there. The girl in question knows that there are other guys out there. She's feeling no loss over this so neither should you. Don't send her any more messages or apologize, etc. because it's just desperate.

I already apologized the other day. this is not the first time this kind of thing happens with her. she's ghosted me a few times already, usually the more bad it is the longer she takes to reply, she does it on purpose. she's cancelled a ton of appts with me over the past year for many bullshit reasons.

Maybe she's giving hints slightly that she prefer not to see you. She probably didn't want to say it upfront.
I mean, with all of the things you just mentioned, I would think that maybe that is what has happened and you kept trying to see her constantly.
