Restaurants still depend on service, if the service is terrible the novelty wears off quickly. Hooters has survived because it's a sports bar and many guys will go alone to drink. Hooters service is normally awful and would never survive without the sports aspect.

This type of restaurant would never fly in north America imo. Women go to restaurants for the experience of being waited on and gabbing with each other, not to get drunk and watch sports.
