Yeah people know what they are doing and sometimes it's a cost saving measure. How many buildings around the GTA need extensive repairs? Or I'd say globally where residents even vent and sometimes it makes the news. Meh. There's buildings where they will turn the hot water off too at times and stuff as cost saving measures. Look at low income buildings around the GTA where the ceilings are collapsing or mould. During an election or something people show up and make a stink about it saying things will get looked into and then someone's elected and nothing is done and the story doesn't make the news again and you wonder at times why these people are sick or get mad. It sucks at the end of the day but some of these repairs are costly and they don't wanna deal with it. At the same time sometimes it's the residents causing issues because they lack the common knowledge of perhaps not putting certain things down a drain and stuff. People usually look for the cheapest way to deal with something being like a slumlord in sense. Drive around and just see how some factories and facilities look from the outside. It's generally not in the budget to repair things or making things look brand new like before. And the truth is sometimes you tell people not to do certain things like tenants or customers and they still will go ahead and do it. So what's the point of repairing things to a certain level for some tenants or someone to just make it happen again after a period of time. At a high end luxury place if they are making a decent profit they might do it. Tons of millionaires own mansions with issues and they at times don't care to do extensive repairs. Luxury condos eventually have the same issues too unless I suppose the owner of the room I'd say similar to owning a home should fork the cost. When you have a bunch of people living in a building issues with pipes and stuff happen.
