I dunno about "the best", but one hotel that comes to mind that is very conveniently located is the Holiday Inn on the corner of Alexandre-Tache and Montcalm. It's very close to the Portage bridge so if your escort hails from Ottawa, she doesn't have to travel far into Gatineau.
If you prefer inns, there are a couple in and around Portage/Hotel-de-Ville area. Might have to do some searching though.
Lastly I think there is a hotel on Victoria/Laurier, or thereabouts near the museum of civilization? I'm not 100% certain.

I believe you meant Four Points by Sheraton on 35 Laurier st, in Hull. It's reasonably priced at #200 per night.
I personally use Same Day Hotels (dayuse.com; hotelsbyday.com), a couple available downtown including Les Suites, Novotel , Lord Elgin and Ottawa Marriot in Downtown, from 8-10am to 4pm, rates are good, from $120 to $140 if booked in couple of days advance
Yup...but, a classy place sets a certain mood. I'm picky on who I'll outcall with and, if the encounter costs a couple grand, then so be it
