First of all, if you have the option to travel a bit, you have Thailand that's relatively close by. So if you have a block of time you can devote to hobbying, go there instead. As a mongering destination, India just doesn't compare.
But if India's your only option, and you have time, and patience, it can be a lot of fun. Problem is, it's very very difficult for a first time visitor who does not speak the language. The scene is discreet, unless you are in Goa, or Bombay...and anyway I wouldn't recommend either of those. No, the true appeal of India as a mongering destination is the large number of attractive women who are ready to go for it if you know how and when to make the offer with discretion. I've had great times there for very little $, picking up office and shop girls as well as students.
In general, hotel busboys, clerks, and touts are out to scam you. Nothing more, nothing less. If they offer to bring you a bollywood beauty - it's bullshit. But like every other negotiation in India...if you play hardball, it could work in your favour. Don't be rude, just state clearly and forcefully what you're after and what you'll pay. Leave no doubt that they won't get a single rupee if they bring you an ugly or unwilling girl. Don't pay more than $250.00, and for that you better be getting a very attractive girl who's pse for all night.
My last time there two years back, I stayed at the Intercontinental Grand. Was recognized immediately by a hotel tout who knocked on my door before I even threw the luggage on the rack. Offered me a beautiful "Playboy" for $500.00 U.S. I laughed and told him if he was a good boy I'd buy him a cold coffee for his nice story. A couple of hours later in the lobby he approached me again. I pretended to be interested in a magazine, while he begged me to give him a chance to bring me a girl. After several minutes I allowed him to think he was getting to me, and offered him $200.00 for a girl, then just when he thought I was going to pay, I told him to forget it, that I didn't believe he could do what he said. Got up to leave, with him tugging on my arm and begging for money. Shook him off and pointed at the hotel registration desk, which was staffed by a young girl with killer looks. I told him, if you can get me something like that, I'll pay you $50.00 more than you've been asking. Sure enough, three hours later, he shows up with the very girl I'd pointed out. Super discreet of course, because she was risking her job. But fun. You can't have that kind of thing happen in the West. I love Asia.

I've been to India several times, and don't find the comment that is the subject of your post so very ignorant. Yeah, now it is difficult to notice MOSTLY anything but grinding poverty. India has made great strides, with rapid economic growth, their IIT schools are top notch, and they have a growing educated middle class with some wealth. But the majority of the country is still poor with more than half the country still living in poverty and 25% of the people are considered destitute. They're easy to identify by the odor. My last flight on Jet Airways from Delhi to Bangkok stunk worse than a sewer. The concepts of "deodorant" and "anti-perspirant" haven't yet been outsourced to India.It's easy to identify them, they tend to be just as crass and boorish as Americans...but the skin tone is a little darker, and they have better taste in food.
