If this is the same one, it is more to do with the streetwalker/lower end prostitute scene.

I hate to break it to you but streetwalking is illegal in Canada. Same goes for incalls....so yeah, we still have some puritanical laws in our books and if incalls are ever legalized, I would hope they'd be restricted to non-residential neighbourhoods.
