It's the nature of security. The fences, the checkpoints, whatever: you can turn your nation into a complete police state and the incremental increase in security is far outweighed by the financial and societal costs. Tactically, defense is the more powerful. Strategically, defense is death. It's one of the better rationales for overseas adventures, though there have been practical complications with that.
