Your article says most of the increase is coming from Ontario but the city of Toronto has had a big decline.
That means all the new violent gun crimes are coming from your area.

When it is gang gun violence it is self-correcting due the elimination of targets through, death, incarceration or they outgrow doing stupid shit. Gun laws only work when you have people willing to abide by the rules and police willing to enforce the laws when people start to misbehave.
