FDR, hands down. The definitive bio was published recently by none other than Conrad "Tubby" Black. But be prepared for a long, long read.

And we pulled your bloody arse out of WW I, WW II and the collapse of the British Empire.
Must we go over this again?

By the time the US entered WWI, most of Europe had bled out; certainly, France, the UK and Germany had, and the conflict was all but over. It was the Canadians, under Borden, who broke the back of the German defences at Vimy.

Regarding WWII, the US only declared war after a sneak attack by Japan, and never even declared war against Hitler. Der Furher declared war against the US. Go look it up.

The United States Congress declared war on Germany on December 11, 1941.

The answer to the question is George Washington.

"The German Charge d'Affaires, Dr. Hans Thomsen, and the First Secretary of the German Embassy, Mr. von Strempel, called at the State Department at 8:00 A.M. on December 11, 1941... The German Government, consequently, discontinues diplomatic relations with the United States of America and declares that... as from today, considers herself as being in a state of war with the United States of America."

The American declaration, as noted by Cool Dude, was little more than an acceptance of the fact, thereby giving the legislative branch the legal authority to respond.

My vote would have to go to Abraham Lincoln. Without is devotion to Union, there might not be a United States of America.
