And not only that...to be effective the bullet would have to hit center line of the bone (which of course you can't see). If the bullet glances off either side, its going out again in an undetermined direction. Obviously this guy wasn't deterred by the pain of being shot.

Probably the police department changed procedure after what happened to Forcillo. He was found guilty on the second round of shots fired, cop was probably afraid of being charged and convicted by a bunch of left wing idiots.
