Answers to remaining unanswered questions:

Omaha, Nebraska--Det. Nick Yemana from Barney Miller. The running joke was everyone thought he was Chinese and born overseas. In fact he was Japanese ethnic background and born in the States. The actor Jack Soo in real life was also Japanese, but sometimes played Chinese characters.

Santa Fe, New Mexico--Programming director Andy Travis from WKRP in Cincinnati.

Barcelona, Spain--The Bellhop Manuel from Fawlty Towers. One of the running jokes in the show was when poor Manuel was blamed for something the other members of the Inn would apologetically explain to the customers "he's from Barcelona", as if that's a cause of incompetence.
