Before Britney Spears, Miley Cyrus, Taylor Swift, Spice Girls, Jessica Simpson, Rihanna and Carley Rae Jepson; in a male dominated industry Madonna, Debbie Gibson and Tiffany paved the way for female pop stars, they are forever pop icons. Madonna being the legend of course.

Not intending to diminish the contributions of Madonna, Debbie and Tiffany, perhaps I can suggest that much of the "paving of the way" that you mention had already been done by Debbie Harry of Blondie. Although my favourite Debbie Harry memories are from the 70's, here is one from February 1980.
