Forrest Gump's Dad?

Back in college, late 70's/ early 80's, we used to get baked and watch "Marty on the Mountain", the weatherman on the Poland Springs, Maine ABC affiliate. The guy sounds like Forrest Gump, and looks like he cut his own hair. Sometimes a cat would walk across his head during his one minute segment, and he always did that stupid grin at the end.

If I recall Ch 8 was hard to get back then even with rabbit ear antenna. This was in Greater Montreal.
