I have no idea what you mean by that, or how it would work in practice. Perhaps you could cite some examples of city governments structure that way, or some authorities on Councillor-hours required. Neither Doug nor Rob seemed to work overly hard, but I wouldn't cite either of them as anything but a standard for mediocrity.The number of Councillors shouldn't be dictated by population, but by the manhours needed for the council to be effective if said manhours are allocated correctly.
In case it escaped you, the population-number standard is well nigh universal in democracies, because the elected person represents that number of people. Ideally we'd each speak for ourselves, but as that isn't practical, we select them to speak for us.
Of course if you have nothing to say, no person-hours would be required, but even so we democracy-lovers still believe there should be someone there representing you, just in case.
