No, the facts of the case DO NOT involve refuse. The facts involve Rob Ford driving like a drunk and being pulled over and being found to be obviously drunk, for which he was convicted. He EASILY could have killed someone. He was driving while very obviously drunk. The facts involve him failing a roadside sobriety test of the "walk in a straight line" variety.

Refuse has got NOTHING to do with it, other than that was one of the lies that Ford told about it, before the police reports and the conviction record were discovered by the media that demonstrated he was lying.

Also the gas tax is too low if you're hoping to make people pay for what they use--in that case the gas tax should be doubled or maybe tripled to include the environmental impact.
Make it 10 times the current rate, to include the cost of deaths and injury due to pollution, collisions, wars for oil, and urban sprawl paving over farmland.

Rob Ford was simply frustrated and irritable when in Florida, he was trying to get to a Marathon but the backed up traffic made it impossible and that's why he refused to take the test. :)

The question is this: Are there more fat fuckers who see a marathon as an impediment to moving their lard asses around in their SUV's, or are there more people who, even if they never quite manage to do it, at least imagine themselves running a marathon some day?
there are more ff. and since marathoning and recreational sports in general are a white upper middle class pre-occupation, he is catering to the non-white poor. a big segment. oh he's special. he knows how to buy votes.

This is yet another issue that will win favour with the voters.

I suspect that it will be one of the things that, in hindsight, will be seen as helpful in Robby winning the mayors chair!!

Now it's 2013 and nothing's changed. Ford's statement showed that he has no idea of the popularity of these events (the marathons draw over 10,000 people each), nor of the distances involved.

While looking ahead at which events I might participate in this summer, they are all still happening:
the Yonge Street 10K and the Sporting Life 10K which will both "shut down Yonge Street" OMG!!! for a couple of hours on Sunday mornings when few drivers will notice; GoodLife Fitness and Scotiabank marathons which go along many streets, the Olympic distance triathlon which has a bike leg on the Gardiner and DVP; Becel Heart and Stroke bike ride on similar route; the Pride 5K run in the Church/Wellesly neighbourhood.

So will his attempted War On Fitness win favour with voters because it's another of the many Ford failures? Or will the issue conveniently be forgotten.

I can't see city council making any moves against these hugely popular fitness activities now, with the Pan Am Games looming on the horizon.
