Did he have any hobbies that you can remember? Try listings for clubs or organisations he might still be involved with. Sports, community clubs, service orgs. Was he married? Try social media for his spouse or kids, ant take the same route for their hobbies if you know any. Sadly check for their obits as well.

Here are some ideas.
If you had an idea where he lived, I would check out the Gyms around his area. public library or a senior centre.
Obits is a 50/50 some folks don't bother or want to post the info. I know I tried.
Facebook is a tricky one, I found a guy (B) who knows the guy I want to find (A). IT took 1 month to find guy B, in facebook. SO facebook for search is slow.
Next I would try Linkedin some people after retire offer their services.
Worst is the guy probably moved to another part of the province or country.
If he/she is a member of a professional association (e.g. lawyer) and/or a graduate of a university, you could try them. For all you know, he/she might be in a witness protection program or in prison.
I would have suggested canada411, but it sounds like you tried it already.
Just in case you haven't, you can try the last name and first initial only. Then widen your search to city, then entire province. You never know if moved to another city.
And if googling the number doesn't work either, then you might be out of luck if you have no other personal leads.
