the mayor is getting plenty of criticism. he should have sent buses in to remove people who had no transportation. The gov is also being criticised. So the governor is responsible because she did not request National Guard troops because she would not have authority over them? Remember she wanted "locked, loaded and ready to kill" troops under her control.
