Lets not get carried away here. The FDA did ask Viagara to withdraw its new ads but not because of them being "suggestive." The ads did not carry the proper disclaimer and appeared to claim to increase sexual desire (which is not exactly true).

Riiiight, like the FDA is not implying that drugs imported from Canada are unsafe. Sure, whatever.
