Truth be told, I was born in Chile.
There are many good to great Chilean wines around this price point... or a buck or two more.
I can recommend Cusino Macul "Reserva" Cabs or Santa Alicia Chardonnays.
If you want a fruiter taste (just for you, Troops) try the Miguel Torres Gewurtztraminer or a Santa Carolina "Reserva" Merlot.
Try the Vintages room for special issues, often in that range. Stick to wines from the Maipo and Casablanca valleys for best value.
Dollar for dollar, the Chileans are much better value than all French, most Italians, many Aussies and South Africans... and I seldom drink any Californian reds except the great ones -- but there are some great Chardonnays in the $15-20 range.
Want a real treat for champagne style? Try the Spanish "Segura Viudas" -- the best $13 of its kind!
