With the current system a PEO must physically place the ticket on your vehicle. If you drive away before the ticket is void. That's the way it should be. Can you imagine if they gave them the power to write tickets without having to actually issue them on the spot? What's to stop them from writing plates down at random? Since these guys already have quotas and bonuses, it opens up the system to abuse.

Councillor Mike Layton wants the change to help crack down on vehicles blocking curb lanes and bike lanes.
"Every day, as Toronto residents drive their cars, ride their bikes, or take the TTC to work or school, they are needlessly held up in traffic by individuals or delivery vehicles parked illegally in the curb lane or bicycle lane," Layton wrote in his letter requesting the change. "We have all witnessed this selfish behaviour and have been frustrated at one time or another with the actions of these individuals.
"The Province can give the authority to provincial offences officers to issue infraction notices by regular mail to ensure that the City of Toronto can enforce these important parking restrictions that keep traffic moving and fight gridlock."
Toronto Sun City Hall Bureau Chief Don Peat will be at the executive committee meeting covering all the action.
