So are we to believe Flowers or the Cop? If the Cops told me they had a bag of drugs and my ID and I knew it wasn't true, I sure as hell wouldn't run from them. I'd pull out my phone and record the interaction. This is also why Cops need body cams.

It's not even that, the odds two them get taken down in a construction site is pretty unbelievable, so it wouldn't be hard to mix up the stories.
