Baldwinsville, New York schools superintendent Ted Gilkey issued
an apology to "my family, friends and the board of education"
after being caught engaging in a sex act with high school
teacher Donna J. Muhs-McCarten at a state park, but he thinks it
was wrong for park cops to ticket him for public lewdness. "I did
not do anything that justifies this criminal charge," said Gilkey.
"I made a serious mistake in judgment on my private time and in
private circumstances."
