Given that gender is a social construct, a powerful political figure "declaring" genders in order to impose a specific interpretation is entirely possible.
Can he get that to stick, both legally and culturally? Much harder to tell, but it isn't entirely out of bounds for someone with his kind of authoritarian tendencies to try and do.
