And lots of responsible dog owners are going to be pissed in all directions as well.

There are very few reported domesticated dog attacks but it only takes one to tear off your face and/or kill your small child.

I've only noticed this year people in my area are bringing in their dogs (on a leash) into stores like Home Depot and Canadian Tire. Not just the garden centre in the main part too and they aren't service dogs.
I'm surprised it seems to be allowed- but I don't live in Thorncliff Park or Peel where the culture is different.

If that dog attacks somebody, who is held responsible? The owner, Canadian Tire, both or nobody?

I'm not sure if there's a no dogs allowed service dogs only on the door of those two stores I was at or not-but an employee at the Home Depot stopped the couple to pet the dog -not ask them to leave.
I was at the same Home Depot today and saw a guy walk in with a golden retriever.

A few years ago Home Depot banned dogs after a small yappy one bit the face of an employee who got too close. I think they have relaxed that policy now. The Home Hardware near me actually has a sign on the door welcoming dogs, they don't want them left in hot cars.
