Salons are/have switched to charging by length rather than gender.
10% tip is low these days. Im not saying its right or wrong but thats the way its. Tip or dont tip but if youre a regular somewhere, do whats right.

As for tipping a good rule of thumb is 10-15% for a hair cut, $1 to the person who carries your bags at the hotel/airport, 10% at a meal, and give a few dollars to the lady who cleans your hotel room and changes the sheets. Of course this all depends on the situation, I wouldn't tip $1 to a person who carries 7 or 8 large bags of mine at the airport--surely they deserve more then that. If I was going to a pricey restruant I would tip a little more then 10%. It all depends on the situation and is always in good manner to tip.
