Indeed Representative Kaptur makes a valid point. But is it safe anywhere other than a place like TERB to agree that there is some validity to her statement:

The heat she is taking strikes me as being the same as the people who get angry when women are advised not to wear skimpy outfits and go alone into poorly lit areas at night. As if to say so, is the same as saying this excuses Rape. -- Needless to say it does not.

There are times and places where it's probably appropriate to "slut shame", such as in certain workplaces where dress code and modes of conduct exist for obvious reasons.

Somehow there is a difference between business dress and a burqa, likewise there is a difference between business dress and this.
