Just a reference to the 'national' time to get high. Ask any high-school student and they'll tell you. It's said that people will get together at 4:20 and smoke together.

Lots of other myths to the origin also like Hitler's bday, Columbine school shooting date, supposed to be police code for smoking marijuana (not true)
