You know what's funny is that over the years, I've had various "issues" that involved me going to the police.

1. My car was robbed, a few times = cops not in the least bit interested.

2. Had a guy push me with the front end of his car (long story, won't get into the details other than to say the guy wanted out of a parking lot), had the plate, had witnesses = cops not in the least bit interested, looked at me like I was wasting their time.

3. Was jumped by a couple of thugs when I was in university = cops didn't do a thing.

There have been others.....same result. Bored cops. At most you get, "we'll take a report", but it never goes anywhere. I find the cops here to be pretty apathetic lot.

But heaven help you if you go on camera and make an asshole out of yourself. They will throw the book at you.
and we wonder why people have anti-police sentiments. the police refuse to help

My guess is if you're going to cite the HWSA; you might find the charges normally go against the employer. Since you're saying that the offender broke the HWSA in the Workplace which at the time was the streets of Toronto, then Mayor Tory should be getting charged for not having appropriate procedures in place for his employees(the citizens of Toronto) to know the proper standards of conduct, and have everyone in the workplace, all 3 million, sign such document, after being reviewed with their supervisor, and have such document on file for review in such cases.

In closing, I highly doubt the HWSA applies in this situation.

It's because the reporter has a platform/leverage (mass media) to put cops on blast for inaction if they didn't follow up with some sort of charge after the complain was filed.

and you can charge anyone for anything. just like you can sue anyone for anything. But will the charges stick? Will your lawsuit prevail? that's another story.

It is super obvious there is no intent there and the guy was simply attempting to say something rude on live tv as a joke
