the guy gets out, brings his Rottweiler, almost sneaking up behind them.

Of course they are interfered with, as they have to watch behind them in case this mangy dog or guy attacks, gets too close, or in fact may have been shot by the barricaded person.

Dog dead because of its idiot owner. This is a perfect instance where this guy was disobeying instructions from the cops. For all you that think you could restrain a rottweiler...good fucking luck. Owner was acting like a complete asshole. Other people filming the scene were mentioning the same about the owner being belligerent.
