Just because some act is prohibited by law doesn't mean that the police department will devote any resources towards apprehending those involved. One of my neighbours sells small quantities of of crack. The resident porch person dropped a dime on him, and was told 'We don't go after nickel and dime dealers".
Cops don't care about most minor crimes, unless:
a) there is a complaint, or
b) they want a legal excuse to snoop. If someone is suspected of being involved in major crimes, a minor infraction is probable cause to search that person's pockets or vehicle. Cops can't do that, based only on a hunch.
Years ago, a buddy of mine lived near St Catharines. One of his co-workers dealt small quantities of weed. Cops with a warrant entered his home, and started searching things like the inside of the guy's couch and the toilet tank. They didn't see the bowl of weed sitting on the living room coffee table, in plain site.
The guy was charged with possession of stolen property, (charges later dropped), after the cops found three rolls of toilet paper in his bathroom. He had taken them from work, and the packaging had the company logo on it.
