For example, for permanent residencies, one has to prove knowledge in English, French or both.
Even people from the UK have to take the same English test that someone from a non-English speaking country would.
Immigrants are treated absolutely equally in Canada.
You may be talking about visa free entries for temporary travel. But those are visitors and not immigrants. And they can travel visa free because of agreements between the nations.
If immigrating to Canada they follow the exact same process as everyone else.
