As far as I know, toddlers and infants are exempt from mask rules because they are suffocation and choking hazards for babies.
As of April 29, there have been 3 deaths of people under 19 in Ontario attributed to Coronavirus.
I remember hearing of a baby dying in BC earlier this year, but I believe that’s all that’s been reported.

May work for some kids, but it would be a monumental task and a lost cause for majority of them.
