Many years ago there was a shop in Kensington market that had a large variety of dried whole peppers. Not sure if it still in operation.
They still do.

capsaicin can be bought on capsules.

There isn't that many bald men in Latin America.

If you like hot sauces, Siracha, or Tabasco sauce, get a few of your favorite hot dried peppers and grind it up in a pepper mill or coffee grinder. Put the ground pepper in a jar and add your preferred cooking oil, then microwave for one minute and let cool. You can do this several times if you really want the hot flavors to be infused into the oil. Now you have a hot oil that you can add to your food, just use it the same way you used your hot sauce.

FYI - If you grind your dried peppers in a coffee grinder, when you are done fill it with dried tea from used tea bags or dried coffee grounds to get the pepper flavor out of the grinder. The grinder will be pepper smell free in one or two days.

The video doesn't say to have the pepper with seeds. Which I don't.

Maybe one a day. But some Mexicans eat it everyday like candy.
