I'm astounded that any sea captain would behave with such callous disregard for other people in open waters. The law is there for a reason, and must be applied thoroughly (after appropriate investigations, of course).

Is there not a maritime law stating that the nearest ship has to come to the aid of a ship in distress or survivors in the water?
When cruising last year, the captain stopped the ship as he saw 5 people in a boat floating listlessly. He didn't allow the people to board the ship but stayed with them until the US Coast Guard rescued them.

That is reasonable as long as he provides them with some emergency provisions such as water and food....

Apparently the Govt of Bermuda is investigating the incident. The ship was registered in Bermuda and the obligation to render assistance is a requirement for Bermudan registered vessels.

Simple answer yes.

The Convention on Safety of Life at Sea states: "the master of a ship at sea which is in a position to be able to provide assistance, on receiving a signal from any source that persons are in distress at sea, is bound to proceed with all speed to their assistance, if possible informing them or the search and rescue service that the ship is doing so."

In fairness to the ships officers it sounds like there was a problem with passengers being able to pass along messages to the bridge.
