WTF dude...that only happens on communist countries...why would you arrest or fine if there's a legit reason for the strike? That's what arbitration is for.
That would have been a tone deaf response to the situation that wouldn’t even solve anything.

They were ordered into arbitration they refused to resume work. That is illegal. So yes the govt has the right to arrest them. Even in biding arbitration the union can still challenge many things in court. Also the Union should have let the govt and the company know IN ADVANCE they might not obey a back to work order. They were stupid not to do that. When you negotiate you want to maximize the risks to your opponent of a failure to come to terms.
Its important to uphold the rule of law. When the govt orders an end to a work stoppage, it means they have decided the costs to the nation are too high and that an alternate means of settlement should be pursued. To that end

Calm even handed approach by the Libs to shorten this strike. If the Union had returned to work the outcome would be the same and hundreds of thousands of Canadians would not have been been massively inconvenienced.
Because Carney would of had to approve the Labour minister decision to call them back. He took AL'S side. So once they realized, and saw public sentiment was clearly on the Attendants side, it was a quick capitulation.
I'd say Carney, in this case, if he did get involved, it was a second time to backtrack his first decision.

The reason a deal was struck is because Air Canada didn't want the bad press of Canadians being stranded all around the world.
The back to work order requires BOTH PARTIES to participate. So once the order was made it REQUIRES the employer and union to both work with the mediator. So if AC refused to participate once the order was issued, they risk the mediator imposing a deal without their input .
