If someone is contacting you with a 711 purchased cell phone is it possible to find out their identity???

In specific where and when they purchased the phone?

If you watched "The wire", then yes. Cops traced burner phones to the place of purchase. However I paid cash. Pay for my top ups cash.No paperwork. Only thing black ops could get me on is the purchase location. That would be a giveaway for them.

Every modern smartphone has GPS which can triangulate your position to a certain degree of accurateness.
Every SIM and phone has a unique identifier (IMEI and IMSI).
I'm sure if there was a compelling reason to find you the police could and would.
Plus many if not all have backdoors, meaning the manufacturer may have the ability to take over and control the device without your consent which can and would easily be given to authority under pressure.

Well, has this phone that you are using also a new/previously un-used phone?
If this particular phone device you are using, you constantly pop in and pop out different SIM cards they can technically trace you by matching which two SIM cards are linked to one particular device.

So it is best is to also use a 'clean/unused phone' as well.

Buy a non-smart phone with cash at 7/11.
Buy time for the phone with cash.
Keep it turned off when you aren't using, take the battery out if you're really worried.

Where do you recommend buying a bare bones basic burner? I see 7-11 was listed but where else. As for price, what is the cheapest model available? I’m completely ignorant in this area so that is why I’m asking here. Thanks in advance.

Have to think they would be able to trace the purchase and undoubtedly the place of purchase would have security cameras. If bought some other way they’d probably still be able to trace someone and get them to rat.

If they want to find you, they’ll find you.

OK, if you are really paranoid, get someone hard up for cash to go into a 7 11 and pay cash for the phone and time and pay them to do it. The only thing traceable will be the store's camera. And, ah, don't stand outside the store waiting for him to give it to you, cameras there too.

This kind of reminds me of underage teens hanging outside LCBO and Beer Stores hoping to find someone who will go in for them and bring them out some booze for party.

Another question for the techies outthere: can a refurbished phone be used as a burner phone? That is, can one take the refurbished phone to a place that sells burners, and buy a sim card and get a temporary #?

When my burner phone died, I removed the SIM card and installed it on a new phone. Not sure if this answers your question.

There are no 711's in Ottawa.
Have a look at Petro-Canada Mobility - the MNVO (mobile network virtual operator) is the same one running 7-11 Speakout so pretty much the same plans and cost.

I'm assuming there is a Petro-Canada station in Ottawa that offers the service.

Note: Back when I was looking for a burner, SO has the best terms and conditions. Now, casually scanning the websites, they seem to be equivalent but you should dig a little deeper to be sure it fits your needs.

Yes if the phone is unlocked
or
is locked to a compatible network - in this case Speakout and Petro-Canada Mobility piggyback on the Rogers network.
