So if a 30 year old woman has consensual sex with this 16 year old male - will she be charged ? How can the 16 old be a victim in one case and a perpetrator in another ?

In Texas and a few other states, Romeo & Juliette law allows two lovers to have a age difference of up to 3 years and above 14 years of age(assuming one is a minor).
Ireland really needs to get with the times. Poor kid will be labelled a rapist for being a horny teenage kid .... castrated for the rest of his life.

In the case of him screwing a 30 year old woman, he is a child incapable of making decisions and is protected by the law but he screws a fellow 16 girl (both consensual), he's treated as an adult responsible for his actions. Seems inconsistent although in retrospect the law itself is wildly out of date for same age 'Romeo' relationships.

That's just the way it is. Many places still have laws written based on centuries old culture.

Times have changed a lot. But only some jurisdictions updated their laws to reflect modern times.

Consent no defence
150.1 (1) . when an accused is charged with a [sexual] offence . in respect of a complainant under the age of 16 years, it is not a defence that the complainant consented to the activity that forms the subject-matter of the charge.

Exception — complainant aged 12 or 13
(2) When an accused is charged with a [sexual] offence . in respect of a complainant who is 12 years of age or more but under the age of 14 years, it is a defence that the complainant consented to the activity that forms the subject-matter of the charge if the accused
(a) is less than two years older than the complainant; and
(b) is not in a position of trust or authority towards the complainant, is not a person with whom the complainant is in a relationship of dependency and is not in a relationship with the complainant that is exploitative of the complainant.

Exception — complainant aged 14 or 15
