If boobs are at or below elbow level are they considered sagging?

It's actually determined by the pencil test. If the boobs can't hold a pencil placed under them, the boobs are nice and perky. If the pencil stays in place, that's saggy.

Showed the OPs remarks to a lady friend today and she went "oooh, that's really saggy". I tried not to laugh because of how she said it.
