Bill C-36: What will happen with the review boards, if advertising is deemed illegal

Section 2 of the Canadian Charter of Rights and Freedoms guarantees Freedom of Speech with a few exceptions. Only hate speech and obscenity are outlawed at the moment if I understand correctly.

Newspapers such as the Sun have lawyers to fight unconstitutional laws like this.
The worst obscenity is this vile government. I can hardly wait for Oct. 19th, 2015

If the site server is held offshore and can't be shut down, can they go after the site owners who are resident in Canada or Canadian citizens?
Are 2 different issues. If the servers are offshore the Canadian courts will not have the authority to compel hosting services to provide the IP addresses for posts made on an ad site. The police can still go after “Everyone who knowingly advertises an offer to provide sexual services for consideration...” and “Everyone who receives a financial or other material benefit...”, if they want to. If the site owner was also offshore it would be difficult for the police to get them.
