I think it's okay, lawfully, unless the older person is in a position of authority over the youngster. That would mean teacher, police, anybody who has some sort of authority over the youngster.

The legal age of consent for sex is 14. If one is under 14, it is also legal for that person to have sex as long as the partner is within 2 years of age.

under 18, over 14... you may not take photos / video (naked or of a sexual nature), or pay (money, food, alcohol, etc) them for sex... and it is illegal for anyone under 18 to have anal sex

If you can find a willing 14 year old, why not?!
