My daughter has a new vehicle . A car sped away from intersection from a green light, then immediately slammed on his brakes - with no reason to stop - clear road ahead. Daughter stopped in time , but came close to rear ending this vehicle . The car behind her came close to hitting daughter's car . Daughter has dash cams and video of the incident . This should be reported .... but to who ?

If there was no collision, it is wreckless driving.
Report it. If they tried with her… they will try it again on someone else. If the police have their plates, they use your footage to show a pattern if they report any new accidents… (hopefully)
The police will send a letter to the registered owner of the vehicle. They may send the video to the Crown for consideration.

I think you are getting good advice here, definitely report it, make a police report AND ask for the incident number. Keep it for your records.
Who knows, maybe someone else reported it and your report will be enough to tip them over the edge.
