It depends upon what you mean by that. We should all give huge credit to Ambassador and Mrs. Taylor and the Sheardowns none of the six would have been in a position to be exfiltrated or perhaps even alive without them. Also they were the ones who caught the botched visa stamps which Mendez then fixed.So the Canadian 'rescue' wasn't Ken Taylor's own brainchild? At that time, all Canada had was the RCMP, not CSIS, and the Americans certainly have more experience/resources for such covert operations.
The idea for the cover story was the CIA's more specifically Tony Mendez's. Read his books, they gave considerable thought to the various options and the holes in each.
