Anyone know photo editing?

I'd like to make cartoon photos of people or pets but just want their head showing and nothing else. I've been messing around but can't figure out how to easily do it to look like this attachment.

You pretty much just need to cut the picture around the face, there are lots of tools for that (search for background removing tools), for making them cartoon you can use filters but in my opinion they look kinda bad
