Normal level of oxygen inhaled is 19%. Normal for exhaled air is 15%-16%. The 3%-4% reduction proves your lungs are working to exchange oxygen for carbon dioxide.
The correct way to determine adequate oxygenation of blood is with an oxyimeter. $30 and a brain would have been good investment in his credibility. But then it would not be a Dog Whistle to his mentally vulnerable base.
And for the record, surgical masks and certified respirators like N95 masks do not lower the FiO2 (Fraction of Inspired Oxygen) nor increase CO2 blood gas. For fun, I actually wore an 3M N95 respirator for a half hour walk. My blood oxygen saturation was 97%-98%.

Yes, masks are uncomfortable. But hundreds of millions of people use them all day as part of their normal work day. From surgeons to woodworkers to duct cleaners and any place workplace safety is a good idea. There is no increase in CO2 levels. You do not rebreathe any more expelled air you exhale from aa close fittiing mask than is left in your mouth during a breath. Your windpipe retains a far larger volume of "spent" air between exhaling and inhaling.
