I would not have said that. U.S. started vaccination much earlier, had vaccine available to everybody who wants to take it, and now is ready to do the boosters. There are two main differences:
(1) Larger proportion of Canadians are willing to get vaccinated (relative to the U.S.)
(2) Canada has more strict quarantine and vaccination requirements.
While (1) is definitely something Canada should be proud of, I have mixed feelings about (2) since Canadian approach is more totalitarian and infringes on liberties. In fact, I admire U.S. for being willing not to compromise too much on people's freedom. U.S. provides opportunities for people to get protected from COVID while Canada forces it.
If you go to Canada, I suggest driving instead of flying and get free PCR test at U.S. pharmacy (so that you can postpone your plans if the test will be delayed). And, if you drive, you do not need any tests to enter the U.S.
