I think that a pipeline to the west coast makes a lot of sense. However, this is a long and difficult process. There needs to be agreement with BC (it's their province and waterways that will bear the brunt of spills) and the First Nations (which can happen but will always be a challenge). I don't think you can blame the Feds. Harper never got this done, and it isn't something Ottawa should (or could) ram down the throats of a province.

I think getting off the American grid gives us a strategic advantage, since we wouldn't be reliant on the US market any longer and could get market rates for crude. This is the Trump effect. We can no longer trust the US to be a reasonable or rational trading partner any longer, and it is probably past time we started to look and build other markets.
