The same law that applies everywhere else in Ontario. The relevant statues are NOT municipal bylaws.
So what are they?
The Courts have ruled that the federal
Criminal Code does not prohibit lap dances, the province's jurisdiction covers only liquor, employment standards and building and worker health and safety, nothing but various municipal regulations—and the Mara judgment—are returned by Google. Among the hits however are plenty of news stories about Toronto Council's recent run at SC licensing rules, and about the feds recent restrictions of work visas for dancers, but nary a mention of relevant provincial concerns in any of of them. You might be interested in "exotic_dancing_in_ontario_final_report.pdf" which you can Google, but although it seems to cover the relevant ground pretty thoroughly, I can't find anything that would legally prevent the charterers of a duly licensed vessel from offering strip shows as we know them ashore to adult passengers while under way, as long as they were beyond municipal limits.
Over to you.
