I was at the license plate renewal place recently and the exact same thing happened to me as the first poster.
There was a lineup of about 30 people in a roped off section and I had just made my way to the front of the line after waiting for 20 minutes.
Then a 55 year old Indian lady in full India style clothing / ethnic piercings etc just walks in the front door of the place and puts herself 5 feet in front of me at the front of the line of 30 people. I thought she was confused and perplexed and bewildered about what was going on so I didn't say anything to her and then 30 seconds later the next teller becomes available and she just saunters over to get served like the Queen of India.
And, I let her get away with it. I don't enjoy "correcting" the rude behaviour of older people even if they are acting like 6 year olds and I just wasn't in the mood to get all loud and in her face.
And even if I had talked to her I'm sure she would have just ignored me and pretended she couldn't understand a thing I said.
