19 out of 20 penises are between 4.23 in 7.53 inches
1 in 40 are less than 4.23 inches
1 in 40 are greater than 7.53 inches

Apparently there is a pretty solid normal distribution with a tight standard deviation. That mean that and unenhanced 9 inches erect should be pretty freakishly rare. (You'd have to get a full inch and a half over the top end of the normal range.)

I'm looking down and I don't qualify, but worse odds than 1 in 40 is 'pretty rare'. Well, at least when you're working from the starting point that most people who like penises won't see more than 40 in a lifetime. Remember the 95% case is narrow range, if the distribution is fairly normal every 1/2 in beyond that shrinks pretty rapidly in odds. 'Freakish' as I suspect they'd be happy freaks, but fairly rare beyond a doubt.
