Reminds of the LA riots in 1992. Bunch of local losers thought they could just loot the Korean stores and shoot them but a lot of the Korean store owners were ex-military guys who did 2-3 years service back in Korea. The dummies were no match for the Korean strategy, organization or their knowledge and handling of weapons.

Seen a guy at Metro shoplifting a can of soup or tuna, I looked the other way, garbage can man wasn't stealing to eat.
Probably was going to start selling the ciggies out of the 711 garbage can outside the store.
As for the can of soup. Best way to stop that is with a can of soup aimed and thrown at the guy's head.
Follow the law? Something tells me this was not his first robbery. They seemed pretty comfortable doing this. Not always does the law capitalize on punishment. The catch and release program allows them to pick up where they left off. Sometimes good old fashion physical pain will make the thief think twice about a stick beating, or even a worse, the clerk having a gun for his protection.
By the time they're released they're hardened, more fit and better prepared for the next episode.
Here's a better and cheaper way that will be etched on their mind long after their butt heals.
